Tried contacting vendor via "live help," but no staff available.
Tried contacting vendor via phone, but gave up after 15 mins on hold.
Finally solved it. Here's my solution in case it helps anyone else. Free shipping was for residential addresses only. There was a single "vertical bar" ascii character in the company name field of my address. Apparently, the software interprets *any* text in the company name field as a business address. I removed the vertical bar, and the free shipping showed up.
