That beats our mention from a month ago of 20% off alone and is the best deal we've seen on dresses from JCPenney this year. (For further comparison, we saw 20% off with $10 off orders of $50 or more in March. All items qualify for in-store pickup via ship-to-store; otherwise, shipping starts at $8. With shoes, apparel, and accessories discounted up to 80% off, that beats our mention of up to 75% off with $1 shipping from a week ago and is among the best shipping deals we've seen from Joe's New Balance Outlet in recent months.
